no. in a shot they aren't on the car. they are something he whipped up to look like train wheels. good idea.

They have a Hybrid, DeLorean/ Custom Sand Rail frame. that's what gave it the Height and Durability for the Stunt driving in Back to the Future Part 3.

If i have delorean, and would like to make it like in part 3, so how can i give some height for it?

I think longer springs are the key. That's how you lower a DeLorean. I'd assume it would work in reverse.
